Underground work and pavement restoration on Hagerman Drive began in the spring of 2025 with the first section completed in late summer. Underground work continues toward the end of Hagerman over the winter months and continue into the ravine heading towards Logan Street. Pavement restoration of Hagerman will resume in March 2026.
BACKGROUND:
West Hill Phase 6D is the second to last phase of the West Hill Sewer Separation Project. The West Hill Phase 6D scope includes new sanitary sewer, new storm sewer, new roadway,and the removal of aged out portions of the Upper West Branch Sewer Tunnel. The work area includes all of Hagerman Drive, Eisenhower Street, Devitt Avenue from Eisenhower Street to Newell Avenue, and Logan Street from Saint Mary's Catholic Cemetery to Newell Avenue.
A bid letting was held April 8, 2025 with KE Flatworks, Inc., Elbridge, Iowa, awarded the $4,263.028.47 contract by the Muscatine city Council at their April 17, 2025, meeting. Work is expected to begin June 2, 2025, and completed in four stages. The total project is expected to be completed in late November of 2026.
