WHSSSP Phase 6C

040825 Phase 6C 101 Hagerman and Roscoe intersectionWork on West Hill Sanitary and Storm Sewer Separation Project, Phase 6C, has wrapped up for the winter, but will resume in March 2026. The project for 2025 included underground work and pavement restoration on Amy Drive from Iowa Field to Roscoe Avenue, the intersection of Hagerman and Roscoe Avenue, and Roscoe Avenue from Fulliam to Van Horne. 

Project work began on May 6, 2024,  with underground work and pavement restoration completed on East 11th Street, West 10th Street, West 11th Street and a portion of Fuller Street completed. Iowa Avenue underground work and pavement restoration was completed in the spring of 2025.

BACKGROUND:

Langman Construction, Inc., of Rock Island, Ill., was awarded the $6,293,697.60 contract for Phase 6C of the West Hill Sanitary and Storm Sewer Separation Project by the Muscatine City Council at their April 18, 2024, meeting. Funds for this project are available from the Local Option Sales Tax and a State Revolving Fund Loan.

Phase 6C will include sanitary and storm sewer installation with separation of sanitary sewer from the Papoose Tunnel. Work will be constructed on Iowa Avenue from Fulliam to 10th Street, West 10th Street from Iowa to Chestnut, 11th Street from Sycamore to Fuller Street, Iowa Field, Amy Drive, the intersection of Hagerman Street an Roscoe Avenue, Roscoe Avenue from Fulliam to Van Horne, and Fuller Street from West 11th Street to Van Horne. In addition, new water main and paving will be constructed after sewer work is completed.
