MUSCATINE, Iowa - Muscatine County Emergency Management and the Bi-State Regional Commission invite the public to participate in a Kickoff Meeting for the Muscatine County Multi-Jurisdictional Hazard Mitigation Plan at 10 a.m. on Tuesday, September 30, 2025. The meeting will be held virtually via Zoom.

The kickoff meeting will provide an overview of the project and planning process to update the 2020 Muscatine County Hazard Mitigation Plan. This update is essential to ensuring the county, schools, local jurisdictions, and a broad range of stakeholders—including neighboring jurisdictions—have a voice in developing strategies to reduce risks from natural and man-made hazards.
The plan will be developed in accordance with the Local Mitigation Planning Policy Guide and Title 44 of the Code of Federal Regulations (CFR), meeting requirements for FEMA approval. Having an approved and adopted mitigation plan is necessary for eligibility to apply for FEMA Hazard Mitigation Assistance (HMA) and High Hazard Potential Dam (HHPD) grant programs. These plans must be updated every five years under the Stafford Act, as amended by the Disaster Mitigation Act of 2000 (Section 322).
Community participation is vital to the success of the plan. If you know of other organizations that would be interested, please share this invitation. Bi-State Regional Commission will be assisting Muscatine County in the plan update.
