[ARCHIVED] Two public hearings on Council Oct. 17 agenda

MUSCATINE, Iowa – The Muscatine City Council will conduct two public hearings on Thursday with Muscatine Mayor Brad Bark swearing in a new police office and announcing the hours for Trick or Treat in Muscatine.

The public is welcomed, and encouraged, to attend when the Council meets at 6 p.m. Thursday in the City Council Chambers on the second flood of Muscatine City Hall.  The meeting is open to all individuals regardless of language spoken or disability. Any person requiring a reasonable accommodation to participate should contact the City Clerk’s office at 563-264-1550.

The opening public hearing is in regards to proposals for the disposal and development of city owned property in the Consolidated Muscatine Urban Renewal Area (Carver Corner). The Council has already approved a development agreement with Merge LLC, but since the property is in the Urban Renewal Area additional requirements must be met before the sale of the property can proceed. This public hearing and subsequent resolution fulfill that obligation.

The 100-year-old Park Avenue West Bridge over Mad Creek is considered structurally deficient and is in need of replacement.  The Iowa DOT is providing bridge funding to the City of Muscatine for the replacement of this bridge with Veenstra & Kim Inc. contracted for design and general services during construction. The public hearing is required by the Iowa DOT to allow for the public to review and comment concerning the effects on the protected activities, features, or attributes of the property that borders the project area (McKee Park).

Also on the Council agenda is:

  • Approval of an $8 million State Revolving Fund (SRF) loan and disbursement agreement to support West Hill Phase 6C;
  • Award a $73,981 contract to Park Plant for the development of a pocket park on the southeast corner of 6th and Chestnut streets as part of the Ignite Vitality: Mulberry, a Neighborhood Revitalization Project;
  • Award contracts for the demolition of three structures (601 East 6th Street, 613 East 6th Street, and 707 East 7th Street); and,
  • Approve agreement with Integrated Parking Management and Revenue systems for the mPay2Park Parking App.
