[ARCHIVED] Council to address Wayfinding, Dredge Spoils projects and more on Tuesday

MUSCATINE, Iowa – The Muscatine City Council is expected to take action on several key projects during its final regular meeting of November, scheduled for 5:30 p.m. Tuesday, November 18, in the City Council Chambers at Muscatine City Hall.

Council members will consider approving contracts for Phase 2 of the Wayfinding Sign Project and for the relocation of the dredge spoils site at the Muscatine Marina. They will also vote on a staff request to allow free two-hour parking once per day in the Downtown district from November 19, 2025, through January 3, 2026.

The meeting will include departmental updates from Muscatine Fire Chief Mike Hartman and Parks and Recreation Director Richard Klimes, who will brief the Council on recent accomplishments and plans for the upcoming year.

“Each of these agenda items represents an important investment in Muscatine’s future,” Matt Mardesen, City Administrator, said. “From improving navigation through updated wayfinding to supporting major infrastructure and community development projects, we remain focused on enhancing the quality of life for residents and visitors alike.”

Agenda Highlights

Key items scheduled for Council consideration include:

  • Public Hearing – State Revolving Fund Environmental Review:
     A public hearing will be held regarding potential environmental impacts associated with the West Hill Sewer Separation Project Phase 6E. The hearing will inform residents about project details, costs, user fees, and provide an opportunity to address questions or concerns.
  • Wayfinding Sign Fabrication and Installation (Phase 2):
     
    The Council will consider approving the contract and bond with Geograph Industries. If approved, fabrication will occur this winter with installation planned for spring 2026.
  • Muscatine Marina Confined Disposal Facility Relocation:
     
    The Council will consider approving the contract and bond with Heuer Construction, Inc. for the final phase of relocating the dredge spoils site from the former Hawkeye Lumber property. The project is expected to be completed by May 2026.
  • Ignite Vitality: Mulberry Project – 501 Oak Street:
     
    Council will consider a contract with North Construction for improvements at 501 Oak Street as part of the Ignite Vitality: Mulberry initiative.

Public Participation Encouraged

All City Council meetings are open to the public, providing residents an opportunity to observe and participate in local government decision-making.

Residents may attend in person at Muscatine City Hall, 215 Sycamore Street, or watch the meeting live on Civic-TV (MPW Channel 2) or the City of Muscatine YouTube channel.
