[ARCHIVED] City Council to hear four presentations during October In-Depth Session

MUSCATINE, Iowa – The Muscatine City Council will hear four presentations during their October In-Depth session, scheduled for 5:30 p.m. Tuesday, October 14, in the City Council Chambers on the second floor of Muscatine City Hall.

The meeting agenda includes updates and discussions on regional port operations, state code changes affecting single-family zoning, proposed changes to downtown parking, and a financial overview for Fiscal Year 2024–2025.

Council members will receive:

  • An update on the Ports of Eastern Iowa Authority, a regional organization formed in 2024 by six eastern Iowa counties—Clinton, Dubuque, Jackson, Louisa, Muscatine, and Scott—to coordinate port operations along the Mississippi River. The authority’s mission is to strengthen regional economic development and enhance the area’s role in national commerce, transportation, and defense.
  • A presentation on changes to Iowa’s state code regarding single-family residential zoning. Effective July 1, 2025, Senate File 592 (SF 592) requires cities and counties to allow at least one Accessory Dwelling Unit (ADU) on any lot with an existing single-family home. The legislation also modifies legal standards for certain zoning variances.
  • A proposal from Council Member Jeff Osborne addressing the elimination of metered parking in Downtown Muscatine. Osborne, who represents the ward encompassing the downtown district, first introduced the idea in June 2024 and has continued advocating for the change.
  • An overview of the Budget Basis Financial Statements for Fiscal Year 2024–2025 from Finance Director Nancy Lueck, who will be making her final presentation before retiring at the end of October. The report outlines key financial data used in preparing the Annual Financial Report to the State, which must be filed by December 1 each year.

Public Participation

All City Council meetings are open to the public, offering residents the opportunity to observe, engage, and participate in local government.

Residents are encouraged to attend in person at Muscatine City Hall, 215 Sycamore Street, or watch the live broadcast on Civic-TV (MPW Channel 2) or the City of Muscatine YouTube channel.

Meeting agendas and supporting materials are posted at least 24 hours in advance on the City’s website under Agenda & Minutes.
