MUSCATINE, Iowa – The Muscatine City Council will meet on Thursday, August 21, 2025, with a full agenda that includes the swearing-in of three new firefighters, recognition of two local residents for statewide honors, and consideration of key infrastructure and improvement projects
Honoring Public Service and Local Achievements
Mayor Brad Bark will officially swear in Firefighters Benjamin Carpenter, Matthew Hickenbottom, and Bergen Perry as the newest members of the Muscatine Fire Department.
The Council will also recognize Li’l Miss Iowa 2025 Lenix Holmes and Junior Miss Iowa 2025 Ella Houseman, both Muscatine residents, for their achievements on the state stage. Holmes previously held the title of Li’l Miss Fruitland 2022, while Houseman was first runner-up in the Junior Miss Iowa 2024 pageant.
Mayor Bark will further present a proclamation from Governor Kim Reynolds declaring August 17–23 as Water and Wastewater Works of Iowa Week. Jon Koch, Director of the Water Resource and Recovery Facility, will accept the proclamation and highlight the vital work his team performs to protect the community’s health and well-being.
Key Agenda Item: West Hill Sewer Project
Council members will hold a public hearing and consider a resolution authorizing a General Obligation Annual Appropriation Sewer Improvement Loan and Disbursement Agreement for Phase 6D of the West Hill Sanitary and Storm Sewer Separation Project. The financing would provide up to $5.2 million to advance this major infrastructure effort, which will enhance stormwater management and sewer reliability.
Other Items for Consideration
Additional action items on the August 21 agenda include:
- Approval of grant agreements supporting Muscatine Municipal Airport Improvement Projects
- Approval of a contract with Heuer Construction for the Taxi-lane Paving Project at the airport
- Acceptance of completed work on Phase 1 of the Muscatine Wayfinding Project
- Approval of a purchase order with Miles Construction LLC for resurfacing the old Maintenance Building at Weed Park
