MUSCATINE, Iowa – The Muscatine City Council will hold its regular meeting at 6 p.m. on Thursday, June 5, in the City Council Chambers at City Hall. Key agenda items include a public hearing on a proposed community cat management program, the swearing-in of a new police officer, and potential approval of funding for several local organizations and city initiatives.

The meeting will open with the formal swearing-in of Adam Bell as the newest officer with the Muscatine Police Department.

A public hearing will follow on a proposed amendment to City Code that would allow a Trap-Neuter-Return (TNR) program for community cats within city limits. Muscatine’s feral cat population has prompted requests from local groups and residents to permit TNR services—currently not allowed by city ordinance. If approved, the program would enable outside agencies to trap, neuter, and release feral cats at no cost to the city. The proposed change is projected to save Muscatine approximately $30,000 annually by reducing animal impoundment costs. The amendment would not affect regulations for owned cats, which would still be prohibited from roaming freely.

Later in the meeting, the Council will consider a new Traffic Calming Program, designed to respond to neighborhood concerns about vehicle speeds and safety. Introduced at the Council’s May 8 in-depth session, the program aims to incorporate public feedback and a data-driven approach to determine where traffic-calming measures are appropriate. Although implementation funding is not yet in place, initial investment is needed to purchase traffic analysis equipment.

Also on the agenda are three purchase orders for work under the HUD-funded Lead Hazard Mitigation and Healthy Homes program, which targets homes occupied or frequented by children under age six:

  • $30,430 to Jabs Construction for 400 Bartlett,
  • $26,649 to Interior & More Construction for 400 Bartlett, and
  • $75,835 to Jabs Construction for 1315 Mulberry Avenue.

These projects are funded by a $2.5 million HUD grant and $400,000 in supplemental Healthy Homes funding.

Additional action items up for approval include:

  • A $269,305.70 contract with Eastern Iowa Excavating & Concrete, LLC, for the Mulberry Avenue Sidewalk Reconstruction Project;
  • $30,000 to the Muscatine Center for Social Action for housing stabilization services;
  • $30,000 to Senior Resources to support programs for senior residents;
  • $135,000 to the Greater Muscatine Chamber of Commerce and Industry (GMCCI) for tourism and marketing services;
  • $50,000 to GMCCI for economic development services.

For those unable to attend in person, the meeting will be broadcast live on Civic-TV (MPW Channel 2) and streamed via the City of Muscatine’s YouTube channel.
