MUSCATINE, Iowa – The Muscatine City Council will hear three presentations from City staff during their In-Depth Session Thursday (Oct. 12) including an update on the Mulberry Neighborhood Revitalization Project, the potential for expansion at the Muscatine Art Center, and the use of Construction Management at Risk for project delivery.
The public is welcomed, and encouraged, to attend in person when the Council meets at 6 p.m. Thursday in the City Council Chambers on the second flood of Muscatine City Hall. The meetings are open to all individuals regardless of language spoken or disability. Community Development Director Jodi Royal-Goodwin will provide City Council with an update on the Mulberry Neighborhood Revitalization Project. Funded by a $1.7 million Community Development Block Grant from the Iowa Economic Development Authority, the project includes housing repairs, removal of derelict properties, commercial façade upgrades, and infrastructure such as living streets, sidewalk improvements, a pocket park, publicly available Wi-Fi, and street trees basically in an area between Mulberry and Orange from 5th to 10th streets.
Melanie Alexander, Art Center Director, will provide the City Council with an update on the Muscatine Art Center’s efforts for expansion based on a Business and Facility Planning Study conducted by Lord Cultural Resources, the global leader in cultural section planning, and paid for by the Muscatine Art Center Support Foundation. The building expansion could enhance the organization’s ability to serve the community, attract tourists, and generate income.
Jon Koch, Water Pollution Control Plant Director, will open the evenings presentations with a new way for municipalities to deliver projects called Construction Management at Risk (CMaR). Prior to legislation signed into law during the 2023 legislative session, the typical model to deliver a project was Design-Bid-Build. CMaR is a delivery method that entails a commitment by the Construction Manager to deliver the project within a guaranteed maximum price, provides professional services, and acts as a consultant to the owner in the design development and construction phases.
