    1. Second Reading of an Ordinance Amending Chapters 4 and 5 of Title 10 of City Code Relating to Floodplain Management Regulations 

      Presented for City Council’s consideration is the second reading of an ordinance amending Chapters 4 and 5 of Title 10 of the City Code relating to Floodplain Management Regulations. In order for the city’s regulations to be compliant with federal regulations, they must be revised to incorporate the recently revised FEMA Flood Insurance Rate Maps (FIRM) that go into effect April 16, 2014.

    2. Resolution Accepting Completed Work for the Air Release Valve Replacement Project and Authorizing Final Payment 

      Presented for City Council’s consideration is a resolution accepting completed work for the Air Release Valve Replacement Project and authorizing final payment. The city entered into an agreement with Cornerstone Excavating on October 3, 2013 for manhole and valve replacement work in the amount of $93,700. The work has been completed and is ready to be closed out.

      Is there a motion to adopt the resolution as submitted? 

    3. Request to Declare Sign Posts as Surplus Property 

      Presented for City Council’s consideration is a request to declare sign posts as surplus property. Public Works staff was in the process of turning the posts to scrap metal; however, a local farmer is interested in purchasing the 100 metal posts. Prior to selling the posts to this individual, they must first be declared as surplus property.

      Is there a motion to approve the request as submitted? 

    4. Request from Traffic Committee to Install “No Parking” on West Side of Ohio Street 

      Presented for City Council’s consideration is a request from the Traffic Committee to install “No Parking” on the west side of Ohio Street. It has been brought to the Committee’s attention that when vehicles are parked on both sides of Ohio Street, Equipment Operators cannot get their plows through the street because it is too narrow. This change will not adversely affect residents in the area.

    5. Request from Police Department to Approve 28E Mutual Aid Agreement with Muscatine County 

      Presented for City Council’s consideration is a request from the Police Department to approve a 28E Mutual Aid Agreement with Muscatine County. The purpose of this request is to update the current agreement. The agreement states that either department may request assistance for situations requiring law enforcement action or response beyond the capabilities of the requesting agency.

  13. APPROVAL OF BILLS 

    It is recommended bills totaling $3,160,249.40, which includes receipt summaries and journal entries for July and August 2013, and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).
