A. Proposed Zoning Changes, Grandview Senior Lofts

This public hearing concerns the rezoning of 7.59 acres located on the northside of Grandview Avenue from M-1 Light Industrial and R-2 Single Family Residential to R-6 Multi Family Residential. The applicant has requested this rezoning to enable the construction of a 51-unit multi family dwelling for low- and moderate-income seniors.

B. Proposed Zoning Changes, Colorado Senior Lofts

This public hearing concerns the rezoning of 4.56 acres located in the 400 block of Colorado Street from M-3 Multi-Family Residential (Muscatine County Zoning District) to R-6 Multi Family Residential (City of Muscatine Zoning District.)

A. Ordinance Approving Zoning Change – Grandview Senior Lofts

Presented for City Council’s Consideration is the First Reading of an Ordinance Amending the Zoning Ordinance of the City of Muscatine, Iowa. (Public Hearing A)

B. Ordinance Approving Zoning Change – Colorado Senior Lofts

Presented for City Council’s consideration is the First Reading of an Ordinance Amending the Zoning Ordinance of the City of Muscatine, Iowa. (Public Hearing B)

C. Resolutions for Change of Authorized Signers for City Bank Accounts

Presented for City Council’s consideration are Resolutions approving changes to the authorized signatures for the City bank accounts. With the appointment of Greg Jenkins as Interim City Administrator, new corporate resolutions are required with each bank to update the authorized individuals on the respective bank accounts.

D. Resolution Awarding 2nd Street Reconstruction Project

Presented for City Council’s consideration is a Resolution Awarding the 2nd Street Reconstruction Project to KE Flatworks. Four bids were received with KE Flatworks being the low responsive bid at $2,932,298.39.

E. Request to Limit On-Street Parking on Geneva Drive and Middle Road

Presented for City Council’s consideration is a request to approve limiting on-street parking on Geneva Drive and Middle Road. The Traffic Committee has received multiple complaints regarding park in said area and after investigation suggests that parking should be limited on these roads to the even numbered sides only. This allows room for large vehicle traffic as well as safety for all drivers.

F. Request to Approve Robinson Biosolids Application Agreement

Presented for City Council’s consideration is a request to approve an agreement for biosolid application with Jane Hoopes Robinson. Robinson owns 160 acres of land that the City applies biosolids to as crop rotation allows. The current agreement with Robinson expired December 31, 2019. Renewal of this agreement ensures that they are in the program for the fall 2020 application.

G. Request to Enter into Contract to Design Traffic Signals for Park Avenue Reconstruction and 4-3 Lane Conversion Project

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in an amount not to exceed $41,500.00 to Hutchison Engineering Inc. for the design of traffic signal lights for Park Avenue Reconstruction Project.

H. Request to Approve Proposal for Lagoon Monitoring and Pump Control Services

Presented for City Council’s consideration is a request to approve a proposal from Barker Lemar Engineering Consultants in the amount of $49,700.00, for Lagoon Monitoring and Pump Control Services for the Muscatine County Landfill. There is $50,000.00 budgeted for this project.

I. Request to Approve Issuance of a Purchase Order for Mini Caliber Robot

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in the amount of $47,975.00 to ICOR Technology for the purchase of a Mini-Caliber Robot for the Muscatine Special Operations Response Team (MSORT). MSORT has secured outside funding sources in the amount of $48,000 for this purchase.

J. Request to Approve Issuance of a Purchase Order for HSW Loader Purchase

Presented for City Council’s consideration is a Request to approve the issuance of a purchase order in the amount of $75,000 to Abele Tractor and Equipment for the purchase of a used 2015 telescopic loading machine. An additional $2,400.00 also needs to be approved for shipping. This purchase will be paid for out of the HSW Project Fund.
