Empowering Families with HUD's Family Self-Sufficiency Program

At the Muscatine Municipal Housing Agency (MMHA), we are proud to offer HUD's Family Self-Sufficiency (FSS) Program, a transformative initiative aimed at helping families achieve greater independence and self-sufficiency. This program is designed to support households participating in HUD’s rental assistance programs, such as the Housing Choice Voucher (HCV) and Public Housing programs, by providing the resources and guidance needed to reach their long-term goals.

What is the Family Self-Sufficiency Program?

The FSS Program is a comprehensive, voluntary initiative that helps individuals and families enhance their economic stability and reduce their reliance on public assistance. Participants work closely with a dedicated case manager to develop personalized plans that focus on education, career advancement, financial literacy, and personal development.

How Does It Work?

  • Personalized Goal Setting: Each participant collaborates with a case manager to create a customized plan tailored to their unique needs and goals. This may include pursuing higher education, obtaining job training, or improving financial management skills.

  • Escrow Savings Account: As participants work towards their goals and their income increases, the FSS Program establishes an escrow savings account. A portion of the increased rental payments, due to higher earned income, is deposited into this account, creating a financial cushion for future needs such as education, home ownership, or starting a business.

  • Ongoing Support and Resources: Participants receive continuous support and access to various resources, including job training programs, educational workshops, and financial counseling. Our team is dedicated to providing the tools and guidance needed to help you succeed.

  • Program Completion: Upon successfully meeting their goals and completing the program, participants are awarded the funds accumulated in their escrow accounts. This financial boost can be used to further their aspirations, whether it’s buying a home, starting a business, or investing in education.
