Lessons from the Muscatine Curbside Pickup program

MUSCATINE, Iowa – The City of Muscatine recently received a complaint from a resident that in certain alleys the refuse and recycling containers were not being moved back into their “storage” locations after the containers were emptied.


Under Title 13, Chapter 3, Section 9 of the Muscatine City Code, refuse and recycling containers should be placed for collection at or before 5 a.m. on the day of collection but no earlier than 4 p.m. the day before collection. Empty containers are to be returned to their storage area within 12 hours of collection.


A storage area is defined as an area within a building or to the rear or side of a residence.


When City collections are made from alleys, refuse and recycling collection containers need to be placed adjacent to and in back of the property line abutting the alley, but not in the alley itself.


When City collections are made from streets, the containers need to be placed three feet from the back of the curb (or shoulder of the street) and not on the street or on the sidewalk.


Earlier this month, Republic Services notified the Muscatine Transfer Station that they had found yard waste in their recycling containers that forced drivers to leave their trucks and remove the yard waste before returning to their truck to continue emptying the container.


Yard waste is not permitted in either the refuse or recycling containers. Yard waste that is not composted on the residents premises can be prepared for collection by the City and set out NEXT to the containers on the resident’s collection day.


Grass clippings, leaves not collected by the City’s leaf vacuum units, and other yard wastes shall be placed in specially marked yard waste bags distributed by the City through retail outlets. Tree limbs and trimmings, clippings, and other similar waste from shrubs or trees need to be bundled with degradable string or cord in four foot lengths.
