A. Vacation and Deeding of Unimproved Alley Right-of-Way to Adjacent Property Owner

Millwork Properties, LLC has submitted a request to vacate and then deed over the unimproved alley right-of-way that directly adjoins the rear of their property at 1103 Musser Street. As required under Iowa law, a public hearing is being held before City Council can act on this request.

Now is the time for the public to comment.

A. Ordinance Vacating and Deeding Unimproved Alley Right of Way to an Adjacent Property Owner-First Reading

Millwork Properties, LLC has submitted a request to vacate, and then deed over the unimproved alley right of way that directly adjoins the rear of their property at 1103 Musser Street. Staff recommends approval of the attached ordinance vacating the alley right of way in Block 7 of George Smalley's Addition to the City of Muscatine, Iowa. (Public Hearing A)(April Limburg)

B. Resolution Setting a Public Hearing to Declare Certain real Estate Owned by the City as Surplus and Authorizing the Sale of Said Certain Real Estate

The City of Muscatine has accumulated a number of parcels of land for which the continued public ownership of no longer serves any useful purpose. In order to return these parcels to a useful purpose, a public hearing is required before the City Council may act on this request. Staff recommends the attached resolution setting a public hearing for the January 21, 2021 at 7:00 pm during the regular meeting of City Council. (April Limburg)

C. Resolution Setting a Public Hearing for 2020/2021 Full-Depth Patching Project

The City of Muscatine Public Works Department has compiled a list of streets to be full-depth concrete patched during Fiscal Year 2020/2021. Prior to approving the plans and specifications and soliciting bids, a public hearing is required. The requested date for this Public Hearing is January 21, 2021 at 7:00 pm. (Pat Lynch)

F. Resolution to Set a Public Hearing for February 4, 2021 on Urban Renewal Plan Amendments

The City periodically amends its Urban Renewal Plan to allow for future tax increment (TIF) funding to be used for new Economic Development Agreements, new projects or programs, or to continue or to amend existing projects or programs. Prior to amending the Urban Renewal Plan, a public hearing is required. The City is also required to hold a consultation meeting with other taxing entities prior to the approval of the Plan Amendment. The Urban Renewal Plan Amendment to be considered for approval at the February 4, 2020 meeting includes: (1) the addition of recently annexed Property to the Urban Renewal Area (for the Colorado Senior Lofts project); (2) updates the description of the City’s Hershey Building Redevelopment Project previously approved in the April, 2019 amendment to the Plan; (3) updates the description of the City’s Small Business Forgivable Loan Program previously approved in the September, 2014; October, 2016; and February, 2018 amendments to the Plan; and (4) authorizes the undertaking of new urban renewal projects in the Urban Renewal Area consisting of (a) providing tax increment financing assistance to Colorado Senior Lofts LLC in connection with the construction of housing affordable to seniors of low and moderate income; (b) providing tax increment financing assistance to JNB Family 1, LP and the Ales Foundation in connection with construction of housing affordable to families of low and moderate income; and (c) providing tax increment financing assistance to Grandview Senior Lofts LLC in connection with the construction of housing affordable to seniors of low and moderate income. G. Request to Approve the Issuance of a Purchase Order for a Leica Solution GG04 Plus Antenna and Associated Software

During the 20/21 budget process, Engineering was granted $30,000 for the purchase of a GPS RTK Rover Unit for use by the ROW (Right of Way) Inspector. Staff received quotes from two different vendors and have chosen the Leica Solution GG04 plus antenna and associated software. The amount of the Purchase Order request is $10,894.79. (Pat Lynch)

H. Request to Approve Annual 28E Agreement with the Iowa Department of Inspections and Appeals

The Muscatine Municipal Housing Agency is asking to renew the interagency agreement with the Iowa Department of Inspections and Appeals for services to investigate potential cases of fraud by clients in the Public Housing and/or Section 8 Housing Choice Voucher programs as required by the U.S. Department of Housing and Urban Development. I. Request to Approve Execution of Purchase Agreement for 891 W. 8th Street

Stanley Consultants are currently preparing construction documents for Phase 5 of the West Hill Sanitary Sewer Separation Project (WHSSSP). During design, it was determined that purchasing the property located at 891 W. 8th Street would be the most cost effective and least intrusive option for reconstructing the sewer through this area. City Staff has negotiated with the property owner and has made an offer that he has accepted. (Pat Lynch, Brian Stineman)

J. Request to Approve the Issuance of a Purchase Order for 2021 Type III Ford E450 7.3L Gas Ambulance

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in the amount of $196,617.24 to Feld Fire for the purchase of a 2021 Type III Ford E450 7.3 L Gas Ambulance. The funding for this purchase was approved in the 2020 budget for the amount of $200,000.00. (Jerry Ewers)
