A. Approval of Hangar Leases with Carver Pump and Jim Mott for Property at the Muscatine Municipal Airport

The City has constructed three box hangars at the Muscatine Municipal Airport. The new hangars are complete and two of the proposed lessees have requested longer lease terms because they are planning to invest significant personal resources to install heating systems. As required under Iowa law, a public hearing is being held regarding the proposal to lease property for more than 12 months before Council considers approval of the leases.

Now is the time for the public to comment.

A. Ordinance Striking Title 2, Chapter 13 of the Muscatine City Code and Discontinuing the Convention and Visitors Board – Final Reading

The purpose of this item is to adopt an ordinance striking Title 2, Chapter 13 of the Muscatine City Code thereby discontinuing the Convention and Visitors Board. The Convention and Visitors Board will be replaced with a Tourism Committee, to provide tourism and marketing services to the City of Muscatine, established via an agreement with the Greater Muscatine Chamber of Commerce and Industry. B. Resolution Approving City’s 2021 Strategic Plan

The purpose of this item is to consider a resolution adopting the City of Muscatine 2021 Strategic Plan. The plan was developed with input and discussion from the Mayor and City Council and City departments. The plan reflects the City’s priorities and objectives over the next two to five years. C. Resolution Authorizing Assessments to Private Properties

Presented for City Council’s consideration is a resolution authorizing the assessment of unpaid nuisance abatement costs to private properties. The nuisance abatement costs total $8,022.86, the administrative fees are $1,425.00, and the assessment fees are $2,250.00. The total fees being requested for assessment at this time total $11,697.86. (Jodi Royal-Goodwin)

D. Resolution Setting a Public Hearing to Consider Vacating and Deeding Unimproved Alley Right of Way to an Adjacent Property Owner

Resolution setting a public hearing for January 7, 2021 on the vacation of unimproved alley right of way. Millwork Properties, LLC has submitted a request to vacate, and then deed over, the unimproved alley right of way that directly adjoins the rear of their property at 1103 Musser Street. A public hearing is required before City Council may act on this request. (April Limburg)

E. Resolutions Approving the Final Plat of Basulto’s Commercial Addition

Presented for City Council’s consideration is a resolution approving the final plat of Basulto’s Commercial addition. The proposed four-lot subdivision is located at 1414 and 1604 Grandview Avenue. The intent of the subdivision is to create individual lots for each of the existing three buildings and to create a fourth lot for a planned new building. (Andrew Fangman)

G. Request to Approve Issuance of a Purchase Order for Heated Tack Tank on a Skid Deck

Public Works requests to issue a purchase order to Mid Country Machinery in the amount of $8,860.00 for a heated tack tank on a skid deck, that will be mounted to the heated portable hot patching trailer purchased in FY 19/20. Funding for this purchase is available in the Roadway Maintenance Budget.

H. Request to Approve Elevator Maintenance Contract

The Muscatine Public Works Department has received multiple proposals for full-service elevator maintenance at City Hall, the Public Safety Building, Musser Public Library and HNI Community Center, Art Center and the Transfer Station. The recommended proposal is from Schumacher Elevator Company for a three year contract in the amount of $9,780 per year. At the end of the contract staff will review the service provided and the contract can automatically renew or be cancelled. Staff recommends approving the contract with Schumacher Elevator Company. Funds are available in the Building & Grounds Budget.

I. Request to Approve Kraft/Heinz Wastewater Rates Agreement Extension

Due to the latest sewer rate adjustment and pending expiration of the current agreement, the contracted sewer pricing with HJ Heinz (Kraft-Heinz) needs to be updated to reflect current and future rates. Heinz has agreed to and signed the proposed 7th Agreement for Wastewater Service and Rates through December 31, 2023. Council must approve the request for agreement extension to begin billing at the adjusted rates.

J. Request to Approve the Issuance of a Purchase order for Paratransit Operator Development Course

The City of Muscatine Transit (MuscaBus) requests to issue a purchase order to TAPTCO for $6,975.00 to purchase the 2020 Paratransit Operator Development Course for use in training our drivers. The Iowa DOT will reimburse 100% of the purchase price.

Request to Enter Closed Session per Iowa Code 21.5.1.j to discuss the purchase or sale of particular real estate only where premature disclosure could be reasonably expected to increase the price the governmental body would have to pay for that property or reduce the price the governmental body would receive for the property.
