A. Resolution Adopting Hazard Mitigation Plan

Presented for City Council’s consideration is a resolution to adopt the updated Muscatine County Multi-Jurisdiction Local Hazard Mitigation Plan. Cities are required to adopt the plan in order to be eligible for future FEMA funding, according to the Disaster Mitigation Act of 2000.

B. Resolution Setting a Public Hearing on the Vacation and Sale of Street and Alley Right of Way

Presented for City Council’s consideration is a Resolution setting a public hearing for September 3rd, 2020, for the vacation of four areas of right of way located in an area bound by Oak Street, Mad Creek, 3rd Street and 2nd Street. Upon vacation, HNI is requesting that the property be deeded to HNI as the adjoining landowner.

C. Request to Approve Professional Services Contract for Park Avenue 4 to 3 Lane Conversion Project

Presented for City Council’s consideration is a request to enter into a contract with Bolton & Menk to assist with construction services for the Park Avenue Reconstruction and 4 to 3 Lane Conversion Project. The City received four proposals and have selected Bolton & Menk, Inc. with a negotiated amount of an hourly rate.  The total will  not  exceed $171,916.00. This contract is for the entire duration of the construction project.

D. Request to Approve Professional Services Contract for DURF (Dual Use Redundant Force Main)

Presented for City Council’s consideration is a request to approve a professional services agreement with Strand and Associates for an hourly rate.  The total amount will not exceed $197,000.00, for the final design of the DURF Project. Due to a failure of a force main 2 years ago the City is under a DNR deadline to design and construct a redundant sewage force main by 2026. This negotiated design fee is within the amount budgeted.

E. Request to Issue Purchase Order for Railroad Crossing Removal and Repair

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in the amount of $55,058.50, to Muscatine Bridge, for the removal of the existing Dick Drake Way railroad crossing, and replacement with concrete. As part of the right of way agreement with MPW and GPC the City of Muscatine was required to provide maintenance at this crossing. As MPW and GPC no longer need the railroad crossing, it can be removed rather than replaced. There is $198,100.00 that was previously allocated in the Road Use Tax Budget for repair to this crossing.

F. Request to Approve Change Orders 011 For Mulberry and 2nd Street Roundabout

Presented for City Council’s consideration is a request to approve Change Order 011 for 2nd and Mulberry Roundabout Project. Due to unforeseen conflicts, extra work had to be done to lower an electrical Vault in Mulberry Ave. at alley #2. This is a change order that is for MPW infrastructure and will be reimbursed by MPW.

G. Request to Approve Acceptance of Assistance to Firefighters Grant

Presented for City Council’s consideration is a request to approve a grant award from the Department of Homeland Security in the amount of $260,909.09, to assist with the purchase of SCBA (self-contained breathing apparatus) packs and face pieces. The 10% local match will be funded from the City’s General Fund.

H. Request to Approve Declaration of Fire Department Water Tender as Surplus Property

Presented for City Council’s consideration is a request to approve declaration of the Fire Departments 1978 Chevy C65 Tender as surplus property. This vehicle is beyond its useful life for the Department and is no longer needed.

I. Request to Approve Agreement between the City of Muscatine and the Louisa Regional Solid Waste Agency

Presented for City Council’s consideration is a request to approve an agreement between the City of Muscatine and the Louisa Regional Solid Waste Agency for Residential Household Hazardous Waste (HHW) Services. This is a three-year extension to the current agreement currently in place.

J. Request to Approve Contract with the Iowa Department of Transportation for receiving State Transit Operating Assistance Project Funding.

Presented for City Council’s consideration is a request to approve entering into an agreement with the Iowa Department of Transportation to receiving Joint Participation Funds for the Transit Department in the amount of $423,143.00.

K. Request to Approve Contract with Dude Solutions for SmartGov Software

Presented for City Council’s consideration is a request to approve a contract with Dude Solutions for SmartGov Software for the Community Development Department. Utilizing this software would consolidate several software systems currently used into one platform that is a user friendly public portal for property owners, contractors and landlords.
