K. Request from Kent Corporation Relay for Life for Use of City Property for Fun Run/Walk
This request is for the use of city property for the Kent Corporation Relay for Life’s Fun Run/Walk on April 23, 2016 from 8:30 a.m. to 10:00 a.m. The event is expected to last approximately 1 ½ hours.
L. Request for Use of City Property for Great River Days
This request is for the use of city property for the Great River Days Annual Festival from July 25-31, 2016. The selected dates allow for setup, holding of the event, and cleanup.
M. Request for Use of City Property for Great River Days Parade
This request is for the use of city property for the Great River Days Parade on July 30, 2016. Kickoff will be at 11:00 a.m., and the event is expected to last approximately three hours.
N. Request for Use of City Property for HNI Corporation Family Fun Day and Picnic
This request is for the use of city property for the HNI Corporation’s Family Fun Day and Picnic. The event will take place on August 21, 2016 at Weed Park from 8:00 a.m. to 4:00 p.m. The event includes the use of the Aquatic Center.

- Proposed Lease Agreement for Placement of Communications Equipment on the Clark House Rooftop
This public hearing concerns a proposed lease agreement for the placement of communications on the Clark House rooftop located at 117 W. 3rd Street. The city currently has two cellular telephone companies using the rooftop of the Clark House. One of the leases is with US Cellular whose lease runs through July 2, 2018. US Cellular is updating their lease agreements. The proposed initial term for the lease is for five (5) years. A public hearing is required since the proposed lease extends more than three years.

- Proposed Building Façade Improvements Related to the CDBG Downtown Revitalization Project
This public hearing concerns proposed building façade improvements related to the CDBG Downtown Revitalization Project. The original bid received for the Downtown Revitalization Project was significantly higher than the engineer’s estimate and was rejected by City Council at the January In-Depth meeting. The façade improvements are being bid separately to attract more bidders. The engineer’s estimate for the façade improvements is $345,000.

- Proposed Stormwater Infiltration Improvements Related to the CDBG Downtown Revitalization Project
This public hearing stormwater infiltration improvements related to the CDBG Downtown Revitalization Project. The original bid received for the Downtown Revitalization Project was significantly higher than the engineer’s estimate and was rejected by City Council at the January In-Depth meeting. The stormwater infiltration improvements are being bid separately to attract more bidders. The engineer’s estimate for the stormwater infiltration improvements is $45,000.

- Resolution Approving the Replat of Lots 16, 17, and 23 of the Ramsgate Replat of Kent Estates
Presented for City Council’s consideration is a resolution approving the replat of Lots 16, 17, and 23 of the Ramsgate Replat of Kent Estates. A request has been filed for a combined preliminary/final plat for a two-lot subdivision in unincorporated Muscatine County on Cranbrook Cross which is within two miles of the City of Muscatine. The intent is to create two lots for residential purposes.

- Resolution Setting a Public Hearing on the Vacation of a Utility Easement on Lot 1 in the Muscatine Pointe Subdivision
Presented for City Council’s consideration is a resolution setting a public hearing on the vacation of a utility easement on Lot 1 in the Muscatine Pointe Subdivision. A request has been submitted for an easement vacation plat that vacates a 15’ wide utility easement running through Lot 1 of the subdivision. The easement is no longer used and hinders the development of Lot 1. Prior to the vacation of the utility easement, a public hearing is required. This hearing will take place on Thursday, February 4, 2016, at 7:00 p.m.

- Second Reading of Ordinance Vacating Right-of-Way Remnant in the City of Muscatine
Presented for City Council’s consideration is the second reading of an ordinance vacating a right-of-way remnant in the City of Muscatine. A vacation plat for 1.53 acres of right-of-way which includes portions of Spring Street, E. 4th Street, and Poplar Street has been filed by the HNI Corporation. HNI owns all of the adjoining property to the right-of-way being proposed for vacation.

- Resolution Authorizing the Assessment of Unpaid Abatement Costs and Rental Inspection Fees to Private Properties
Presented for City Council’s consideration is a resolution authorizing the assessment of unpaid abatement costs and unpaid rental inspection fees to private properties. Periodically the city takes action to assess unpaid nuisance abatement costs and rental inspection fees to private properties. The fee being requested for assessment at this time totals $13,408.98.

- Resolution Setting Public Hearing on the City of Muscatine’s Capital Improvement Plan for Fiscal Years 2016 Through 2020
Presented for City Council’s consideration is a resolution setting a public hearing on the City of Muscatine’s Capital Improvement Plan for fiscal years 2016 through 2020. At prior meetings, staff has reviewed drafts of the proposed Capital Improvement Plan. At the January In-Depth meeting it was the consensus of City Council that the final draft of the CIP for fiscal years 2016 through 2020 be adopted. Prior to any formal action by City Council, a public hearing is required. This hearing will take place on Thursday, February 4, 2016, at 7:00 p.m.

- Request to Approve the Refuse Collection Services Contract with the City of Fruitland
Presented for City Council’s consideration is a request to approve the refuse collection services contract with the City of Fruitland. The current contract ends on June 30, 2016, and the City of Fruitland would like to continue the refuse collection services provided by the City of Muscatine. The five year contract would be in effect July 1, 2016 through June 30, 2021.

- Request Approval to Enter Lease Agreement for a New Folding/Stuffing Machine for the Finance Department
Presented for City Council’s consideration is a request to enter into a lease agreement for a new folding/stuffing machine for the Finance Department. The Finance staff has been looking for replacement machines from other vendors for possible inclusion in the 2016/2017 budget. A machine from FP-USA-COM was found that should meet the needs of the department. If purchased, the price of this machine would be $3,679.39, and annual maintenance would be $375. The monthly lease payment would be $99 per month ($1,188 annually) and would include maintenance.
