Development Plan
3004 Lucas Street — Dave Stark — Approximately 11 Acres
Dave Stark has submitted a development plan to allow for a change of use for the property at 3004 Lucas Street, as is required by Section 10-17A-4 of City Code for any change of use in the S-3 Zoning District. The applicant is proposing a mixed use development that would include a dog boarding and grooming facility, indoor rental storage, outdoor rental storage, and residential uses. All these uses are being proposed for existing buildings and structures.

Right of Way Vacation
Right of Way Vacation — Portion of E.4th Street, Spring Street, and Poplar Street — Block 70 —1.53 Acres — HNI Corporation
On December 1, 2015, HNI Corporation filed vacation plat for 1.53 acres of right-of-way, primarily in Block 70 of Original Town has been filed, this right-of-way includes portions of Spring Street, E. 4th Street, and Poplar Street. HNI owns all the adjoining property, and desires to acquire this property to allow for the further expansion of their facilities in this area.

Proposed 2016 City of Muscatine Capital Improvement Plan
The initial draft of the Fiscal Years 2016 through 2020 Capital Improvement Plan has been prepared. Staff will give a presentation on the overview of the content, structure, purpose, the process to create and adopted the plan, and newly proposed capital projects. The Commission will then make recommendations on desired changes and an overall recommendation on the proposed Capital Improvement Plan, and act on a recommendation to City Council.
