- Proposed Rezoning of Property at Fletcher and Hershey Avenue
A request has been submitted to rezone the northern .8 acres of a 1.74 parcel located along the east side of Fletcher Avenue just north of Hershey Avenue from R-3 Single Family Residential to R-5 Multi-Family. Approval of this request would place the entire parcel within the R-5 District and allow for the construction of three apartment buildings. Prior to any formal action by City Council, a public hearing is required.
Now is the time for the public to comment.
- Proposed Submission of Annual Application for State and Federal Transit Funding
A request has been received for the submission of the annual application for state and federal transit funding. Each year the city is required to submit a request to the State of Iowa for federal and state assistance to support the city’s transit operation. As part of the city’s application, it is anticipated the city would receive $366,109 in federal assistance, $231,212 in state assistance, and $164,900 in statewide federal capital assistance.

- Proposed Transit Fare Rate Increase
A request has been received for a transit fare rate increase. Fares for the city’s transit operation have not been increased since July 2, 2003. It is being proposed that route increases been increased from $.75 to $1 per ride, monthly flash passes from $28 to $32, ParaTransit, Job Access Reverse Commute (JARC), and New Freedom rides from $1 to $2 per ride, and Shell Service ridges from $1 to $1.50 per ride.

- Request for Authorization to Purchase Refuse Collection Truck Chassis
Presented for City Council’s consideration is a request for authorization to purchase a refuse collection truck chassis. Four bids were received with the low bid from Twin Bridges Truck City in the amount of $130,681.94. There is $230,000 budgeted for the purchase of the packer and truck chassis for the new automated collection program for refuse collection.

- Request for Authorization to Purchase Refuse Collection Truck Packer
Presented for City Council’s consideration is a request for authorization to purchase a refuse collection truck packer. Two bids were received from Elliott Equipment. It is staff’s recommendation that City Council approve the purchase of the New Way Sidewinder side loader with an automated arm in the amount of $109,509. The trade-in value of $27,500 for the 2004 Freight Liner with Heil Packer brings the final purchase price to $82,009. There is $230,000 budgeted for the packer body and truck chassis for the new automated collection program for refuse collection.

- Request from Water Pollution Control Plant to Purchase Maintenance Software
Presented for City Council’s consideration is a request from the Water Pollution Control Plant to purchase maintenance software. The new maintenance software would replace the Tool Time software currently being used. It is staff’s recommendation City Council approve the purchase of the Antero Maintenance Data and Operator 10 software from Allmax Softwear Inc. for $10,197.

It is recommended bills totaling $1,106,875.82 be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).
