- Resolution Approving the Final Plat for the GSTC Industrial Park
Presented for City Council’s consideration is a resolution approving the final plat for the GSTC Industrial Park. Wal-View Developments LLC has submitted a preliminary plat for a three-lot subdivision located at the northeast corner of the 49th Street South/55th Avenue West intersection. The intent of the subdivision is to further facilitate the development of the area as an industrial park.

Presented for City Council’s consideration is a resolution setting a public hearing concerning Amendment #1 to the City Budget for the FYE June 30, 2015 and rescinding Resolution No. 92970-0215. Due to a publishing error made by the Muscatine Journal, it is necessary to rescind the resolution adopted on February 17, 2015. The public hearing has been rescheduled for March 12, 2015.

Presented for City Council’s consideration is a resolution setting a public hearing concerning the budget estimate for Fiscal Year 2015/2016 and rescinding Resolution No. 92969-0215. Due to a publishing error made by the Muscatine Journal, it is necessary to rescind the resolution adopted on February 17, 2015. The public hearing has been rescheduled for March 12, 2015.

Presented for City Council’s consideration is a resolution setting a public hearing on the annual application for state and federal transit funding. The public hearing will be held on Thursday, April 2, 2015, at 7:00 p.m.

- Resolution Setting a Public Hearing for the Transit Fare Rate Increase
Presented for City Council’s consideration is a resolution setting a public hearing for a transit fare rate increase. Prior to any formal action by City Council to approve a proposed fare increase, a public hearing is required. This public hearing will be held on Thursday, April 2, 2015, at 7:00 p.m.

- Resolution Setting a Public Hearing on the Vacation of Easements on Clermont Drive
Presented for City Council’s consideration is a resolution setting a public hearing on the vacation of easements on Clermont Drive. A request has been received for the vacation of a 10’ wide utility easement composed of two adjoining 5’ utility easements located on Lots 7 and 8 of the Riverbend Second Addition on Clermont Drive. Prior to any formal action by City Council, a public hearing is required. This hearing will take place on Thursday, March 19, 2015, at 7:00 p.m.

- Resolution Awarding the Contract for the Mad Creek Dredge Line Project
Presented for City Council’s consideration is a resolution awarding the contract for the Mad Creek Dredge Line Project. Bids were solicited for this project with the low bid from Sulzberger Excavating in the amount of $75,000. Engineering costs totaled $15,850 and bridge supports purchased by the city totaled $16,912 for a total project amount of $107,762.

- Request to Approve the Miles Avenue Lift Station Meter Installation
Presented for City Council’s consideration is a request to approve the Miles Avenue Lift Station meter installation. Multiple bids were received with the low bid from Hagerty Earthworks in the amount of $9,450. The city purchased the meter at a cost of $3,635, programming/software costs total $2,773, and engineering costs total $1,500 for an estimated cost of $17,358. There is $20,000 budgeted for this project.

- Request to Approve Amendment to the B/W Collar Unit Agreement
Presented for City Council’s consideration is a request to approve an amendment to the B/W Collar Unit Agreement. The amendment will add to positions to the contract. They are a Landscape Horticulturalist at Pay Grade 14 and Athletic Facilities Specialist at Pay Grade 16. This amendment allows the restructuring of existing personnel in the Parks & Recreation Department as approved during the budget process.

- Request to Approve the Purchase of Refuse Collection Containers
Presented for City Council’s consideration is a request to approve the purchase of refuse collection containers. Four bids were received. Rehrig Pacific, although not the lowest bidder, met the required specifications. Therefore, staff is requesting the bid for the purchase of the containers be awarded to Rehrig Pacific in the amount of $137,750. There is $150,000 budgeted for this purpose.

- Request to Approve the Rejection of the Bid for a Refuse Collection Truck Chassis
Presented for City Council’s consideration is a request to reject the bid received from Quad City Peterbilt in the amount of $126,993 for a truck chassis for the Refuse Collection Department. One bid was received for this purchase but does not meet the required specifications. Staff will contact prospective vendors and provide them with bid documents if requested.

- Request to Approve Spring Cleanup Week
Presented for City Council’s consideration is a request to approve Spring Cleanup Week. Staff is recommending Spring Cleanup Week be set for April 20-24, 2015 in conjunction with Earth Day and Keeping Muscatine Beautiful. Establishment of Spring Cleanup Week assists residents in cleaning up their yards and homes.

- Request to Approve Amending Section B5 of the Riverview Hotel Development TIF Agreement
Presented for City Council’s consideration is a request to approve amending Section B5 of the Riverview Hotel Development TIF Agreement. Tonight’s action will change the local share to the Mercer Muscatine Revolving Loan Fund from $62,500 to $67,500. City Administrator Gregg Mandsager will answer questions.

It is recommended bills totaling $1,107,672.51, which includes the January 2015 receipt summary and journal entries, be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same.
