    This request is for the use of city property for a Halloween Block Party on October 18, 2014 from 4:00 p.m. to 9 p.m. The group planning the proposed event is asking for the closure of the 100 block of Lord Avenue.

    1. Resolution Approving Contract and Bond for the Forest Parkway Reconstruction Project 

      Presented for City Council’s consideration is a resolution approving the contract and bond from Heuer Construction in the amount of $163,526.34. The contract for this project was awarded at the September 18, 2014 City Council meeting. It is now necessary to approve the contract and bond.

      Is there a motion to adopt the resolution as submitted? 

    2. Resolution Setting a Public Hearing on Designation of the Expanded Consolidated Muscatine Urban Renewal Area and on an Urban Renewal Plan Amendment 

      Presented for City Council’s consideration is a resolution setting a public hearing on the designation of the expanded Consolidated Muscatine Urban Renewal Area and on an Urban Renewal Plan Amendment. The proposed amendment includes the addition of property to the Urban Renewal Area which includes all property annexed into the city since the previous Urban Renewal was established and authorizes the undertaking of new urban renewal projects in the Urban Renewal Area. Prior to any formal action by City Council, a public hearing is required. This hearing will be held on Thursday, November 3, 2014, at 7:00 p.m.

    3. Request to Approve Transit Policies 

      Presented for City Council’s consideration is a request to approve Transit Policies. Every two to three years the Iowa Department of Transportation’s Office of Public Transit visits to review MuscaBus’ compliance with various requirements of the state and federal transit funding programs. This year’s visit took place on June 12, 2014. The IDOT has identified areas that require improvements to the existing practice. Tonight’s action approves a written policy concerning fare increases and major service reduction and a written procurement protest procedure.

    4. Request from Water Pollution Control Plant to Purchase BOD Lab Dishwasher for Lab Annex Project 

      Presented for City Council’s consideration is a request from the Water Pollution Control Plant to purchase a BOD lab dishwasher for the Lab Annex Project. Three bids were received with the lowest responsible bid from Midland Scientific in the amount of $9,528.09 for a Labconco BOD bottle dishwater for the Lab Annex Project.

    5. Request from Water Pollution Control Plant to Purchase Furniture for Lab Annex Project 

      Presented for City Council’s consideration is a request to approve the purchase of furniture for the Lab Annex Project. A government discount quote has been received from Paragon Commercial Interiors for Allsteel office furniture in the amount of $5,402.26. There is $7,000 budgeted for this purchase.

    6. Request from Police Department to Purchase Squad Cars and Sport Utility Vehicle 

      Presented for City Council’s consideration is a request from the Police Department to purchase squad cars and a sport utility vehicle. Four bids were received for the purchase of four squad cars and one sport utility vehicle. The low bid was from Dahl Ford of Davenport; however, Krieger’s is less than 2% higher at a cost of $25,350 per squad car. The total cost for four squads is $101,400 which does not include the changeover cost. The low bid for the sport utility vehicle was from Karl Chevrolet of Ankeny in the amount of $32,831.26. There is $183,000 budgeted for this purpose.

    It is recommended bills totaling $1,221,968.66 be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).
