Construction Update: Alley #2 closed at Cedar Street for repaving

MUSCATINE, Iowa – East 2nd Street is now open from Walnut Street west as work shifted to the intersection of Cedar Street and Alley #2 on Thursday (July 16).


Alley #2 is closed at Cedar Street with “No Outlet” signs posted at the alley entrance on Sycamore and at the exit on Walnut Street. Access to Parking Lot #8 will also be restricted with the main entrance closed for repaving.


KE Flatwork, Inc., the prime contractor for the project, estimates that the repaving will be completed in 10 days with a tentative reopening scheduled for July 24 or July 25, weather permitting.


Eastern Iowa Landscaping will be working on the brick crosswalks on the north and south side of the Cedar Street intersection during the next several days, and a date to open the intersection has not been scheduled as yet. However, the intersection will be open before work begins in the 200 block of East 2nd Street according to City project managers.


Traffic will be allowed through on 2nd Street but will not be allowed to turn north or south onto Cedar Street at the intersection. Eastern Iowa Landscaping still has the crosswalks to complete on the north and south side of the intersection. Southbound traffic on Cedar will be permitted once the brickwork has been completed in the intersection.


Access to Parking Lot #8 can be obtained through the north exit ramp of the parking lot and by using Alley #2 from Walnut Street and entering the parking lot through the entrance off the alley. All parking lot traffic should exit out of the exit ramp on Cedar Street.


The second stage will replace the curb and gutter, and sidewalks in the 200 block of East 2nd Street. KE Flatwork, Inc., has tentatively scheduled that work to begin on Monday, July 27, weather permitting. The contractor and City project managers had their first meeting with business owners and other interested individuals from that block Thursday morning. The meetings will continue at 9 a.m. every Thursday until the block has been completed.


The second stage also includes the reconstruction of the 2nd Street and Sycamore Street intersection. That work will come after the KE Flatwork, Inc., has completed replacement of curb and gutter, sidewalks, and completed some full depth patching of the street. The south side of the street (river side) will be replaced first. Each side is expected to take three to four weeks to complete. The north side (city side) is tentatively scheduled to begin on August 24 depending on the weather.


Since the contract with the City does not allow work to continue past October 1 in each year of the two-year project, work on the Sycamore Street and 2nd Street intersection may be postponed until the start of the 2021 construction season. The contractor indicated that, depending on available time, replacement of the curb and gutter along with sidewalks in the 100 block of East 2nd Street may occur before the intersection work.


KE Flatwork, Inc., was contracted for the 2nd Street Streetscape Project that comprises sidewalk, roadway, utility, and streetscape construction on 2nd Street from Mulberry Avenue to Pine Street. Construction primarily includes pavement removal, excavation, concrete sidewalks, concrete roadway paving, underground utility improvements, concrete pavers, and streetscape amenities.


The first stage of the project has been the 300 block of East 2nd Street where a section of sanitary sewer was collapsing and needed to be replaced. This first stage was the most extensive of the six-stage, two-year project with the underground work, complete removal and replacement of the roadway and sidewalks, brickwork, and landscaping.

The second roundabout in the City of Muscatine, at 2nd Street and Mulberry Avenue, could be open for traffic as early as Wednesday, July 22, according to City project managers. That date is tentative, however, dependent on the weather, and subject to the completion of work by Muscatine Power & Water (MPW), landscape contractor Hardscape Solutions, Inc., and the general contractor, Heuer Construction, Inc.


Some concrete work has yet to be completed along with additional brickwork and landscaping that will close out the $2.1 million project, the final piece of the Mississippi Drive Corridor Reconstruction Project that began in 2017.

Linn Street Closure


Muscatine Power & Water (MPW) will be continuing the underground work as part of the Mississippi Driver Corridor Reconstruction Project by closing Linn Street from Mississippi Drive to the #1 Alley along with a portion of the #1 alley. MPW will be moving the overhead 69kV power lines underground between July 13 and August 17.


The project may also restrict traffic on Mississippi Drive during this time period with MPW using flaggers to help maintain traffic flow. An additional project to be conducted later this year will be the removal of the power poles on the river side of Mississippi Drive from the bluff upriver to HNI, providing an unrestricted view of the Mississippi River from the Downtown Muscatine Business District. This was also part of the Mississippi Drive Corridor Reconstruction Project.

West Hill Sewer Separation Phase 4C


KE Flatwork, Inc., has completed installation of the sanitary sewer and water main from Linn Street to the Broadway intersection on 8th Street as work continues on the West Hill Sanitary and Storm Sewer Separation Project (WHSSSSP) Phase 4C. The contractor is now completing connecting water services, and preparing Linn Street for repaving.


Work on this stage of Phase 4C is expected to continue to September 2, weather permitting. Once this section is reopened to traffic, the final stage of Phase 4C will begin. That work includes the Broadway and 8th Street intersection along with work on Roscoe Avenue and Maiden Lane. The current schedule has all work tentatively completed by October 15, weather permitting.


A full closure of West 8th Street from Linn to Broadway, and Linn Street from 7th Street to 8th Street is in effect. Portions of West 8th Street from Iowa to Linn may have lane restrictions as the Phase 4B punch list items are completed.


Traffic is detoured to 7th Street from Cedar to Broadway, and Broadway from 7th Street back to 8th Street. No parking will be allowed on even number side (river side) of 7th Street from Cedar Street to Broadway, or on the east side (odd number) side of Broadway from 7th to 8th Street. The detour route will remain in place until the project is completed in October.

West Side Trail


Heuer Construction has completed work for the West Side Trail project from Hershey Avenue to Crossroads, Inc., with only a section running through the Arbor Commons development yet to be completed. The contractor has opened the completed trail from Hershey to Crossroads, Inc., to public use.


The section through the Arbor Commons subdivision will be finished once pavement work in that development has been completed.
