A. Ordinance Vacating Right of Way- Second Reading

Presented for City Council’s consideration is the second reading of an Ordinance vacating four areas of right of way, located in an area bound by Oak Street, Mad Creek, 3rd Street and 2nd Street. Upon the vacation of this right of way, HNI is requesting that the vacated right of way be deeded to HNI as adjoining landowner. (Andrew Fangman)

B. Resolution Setting Public Hearing for Rezoning of 304 Iowa Ave

Presented for City Council’s consideration is a Resolution setting a public hearing for Thursday Oct 1, 2020, for the rezoning of 304 Iowa Ave. from R-5 Multi Family to C-2 Central Commercial. Rezoning this property is necessary for the renovation of this building by the Stanley Center for Peace and Security as their future headquarters. (Andrew Fangman)

C. Resolution Establishing Arbor Commons Sewer Extension Benefit District

With the completion of the Arbor Commons Subdivision and the acceptance of the associated sewer infrastructure, the attached resolution will execute the June 2019 agreement with NPSW by establishing the sewer extension benefit district and associated connection fee. (Andrew Fangman)

D. Resolution Approving Final Plat for Arbor Commons Subdivision

With completion of construction of all improvements and infrastructure required for this subdivision, NSPW has now submitted a final plat for approval. Approval of a final plat would allow this subdivision to be recorded at County Recorder’s Office, and is the action by which the City of Muscatine accepts the public infrastructure, such as streets and sewers constructed by the developer, which serve this subdivision. Approval of a final plat is based on finding that the submitted final plat and the constructed infrastructure and improvements are in accordance with
the approved preliminary plat and relevant sections of City Code. (Andrew Fangman)

E.Resolution  Authorizing the Assessment of Unpaid Nuisance Abatement Costs to Private Properties

Presented for City Council’s consideration is a resolution authorizing the assessment of unpaid nuisance abatement costs to private properties. The nuisance abatement costs total $19,626.73, the administrative fees are $4,350.00, and the assessment fees are $4,400.00. The total fees being requested for assessment at this time total $28,626.73. (Jodi Royal-Goodwin)

F. Resolution Setting Public Hearing for Municipal Housing Agency’s 5-year plan and 2021Annual Plan

Every public housing authority is required to have a five-year plan and annual plan approved by the U.S. Department of Housing and Urban Development to continue receiving funding for the Public Housing and Housing Choice Voucher programs. Plans must be available for a 45-day comment period, including a public hearing, prior to submission. (Jodi Royal-Goodwin)

G. Resolution Approving Annual City Street Finance Report

Annually cities in Iowa are required to complete and submit to the Iowa Department of Transportation (IDOT) the City Street Finance Report showing all street-related expenditures and related funding sources. For the fiscal year ended June 30, 2020, street-related expenditures (including capital projects, debt service payments on prior year street-related bonds, etc.) totaled $9,385,512. The attached report provides more detail of the expenditures and funding sources and includes the forms required by the IDOT. (Nancy Lueck)

H. Request approving FAA Grant for Reconstruction of Taxiway A

The Federal Aviation Administration (FAA) has awarded the City a grant for $2,962,260 to reconstruct Taxiway A at the Muscatine Municipal Airport. Reconstruction of the taxiway was adopted as the first priority on the Airport’s 5-Year Capital Improvement Plan (CIP), which was approved by the FAA. This grant will fund 100% of the engineering and construction costs of the project. (Jodi Royal-Goodwin)

I. Request Approving Contract and Bond with Langman Construction for Taxiway

The reconstruction of Taxiway A was adopted as the first priority on the Muscatine Municipal Airport’s 5-Year Capital Improvement Plan (CIP) which was approved by the Federal Aviation Administration (FAA). As required by the FAA, engineering was completed and the project was bid and contract awarded prior to submission of a grant request. At this time staff is recommending approval of the contract and bond with Langman Construction Inc. (Jodi Royal-Goodwin)

J. Request to Approve Demolition of Police Range Building

Presented for City Council’s consideration is a request to approve demolition of the Police range building. The Muscatine Police Department has received FEMA funding to relocate their range building to higher ground to prevent future flooding. In order to do this the existing building must first be removed. On September 10, 2020 staff received quotes for the demolition and removal of the police range building located on MPW property off of Dick Drake Way. Four proposals were received. The recommended proposal is from SULZCO, LLC in the amount of $8,000. Cost for this project is reimbursable from the insurance claim. (Brian Stineman)

K. Request to Approve the Issuance of a Purchase Order for Sunset Lift Station Pump Assembly

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in the amount of $19,640 to Smith & Loveless, Inc. for the purchase of a Model 4B2A Star One Flooded Suction rotating assembly. $30,000.00 was budgeted for a replacement pump at the Cannon Lift Station but will be deferred until the next budget cycle to make this critical purchase. Smith & Loveless, Inc. is the only manufacturer of this pump head assembly. (Jon Koch)

L. Request to Approve the Issuance of a Purchase Order for Removal and Replacement of Railroad Crossing on Dick Drake Way

Presented for City Council’s consideration is a request to approve the issuance of a purchase order for the removal and replacement of railroad crossing on Dick Drake Way. At the August 20, 2020 City Council Meeting the council approved a purchase order to Muscatine Bridge for removal and replacement of the railroad crossing on Dick Drake Way to Muscatine Power and Water Unit 9 Generating Station. In order to make the proper pavement transition and to allow for proper drainage, more pavement than originally planned must be removed and replaced. This supplemental purchase order will cover the additional costs of $27,054.16, and is available in the Road Use Tax budget for removal of the crossing. (Brian Stineman)
