Sewer Use Regulations
Title IV, Section 6 of the Muscatine City Code sets forth uniform requirements for users of the wastewater collection and wastewater treatment system of the City of Muscatine and enables the City to comply with all applicable state and federal laws including the Clean Water Act (1977) and the General Pretreatment Regulations (40 CFR 403).

Objectives
The objectives of this ordinance are as follows:
  • Preventing the introduction of pollutants into the publicly owned treatment works (POTW) which will interfere with the operation of the system or contaminate the sludge
  • Preventing the introduction of pollutants into the POTW which will pass through the system, inadequately treated, into the receiving stream, atmosphere, or otherwise be incompatible with the system
  • Protecting the personnel who may be affected by wastewater and sludge in the course of operating the POTW
  • Ensuring the quality of the wastewater treatment plant sludge is maintained at a level to allow for its use, recyclability, reclamation, or disposal in compliance with applicable statutes and regulations
  • Providing for fees for the equitable distribution of the cost of operation, maintenance, and improvement of the POTW
  • Enabling the City of Muscatine to comply with its National Pollutant Discharge Elimination System (NPDES) permit conditions, sludge use and disposal, and any other state or federal laws to which the POTW is subject
